It's true. There is a law regulating owners to having just one pup per household, at least in the larger cities. The government also regulates what kinds of dogs people are allowed to own. This may sound strict, but officials believe that it will help with public safety since more people die from rabies in China than almost anywhere else in the world. Read more about the regulations and how they work here.

http://www.strutthepup.com/Blog/13-07-02/Dog_Regulations_in_China.aspx Strut the Pup http://www.strutthepup.com/Blog/13-07-02/Dog_Regulations_in_China.aspx 1d390dad-8e28-4ee0-820f-bb10d06ef85d Tue, 02 Jul 2013 15:06:00 GMT Town Mails Dog Poop to Owners A small Spanish town has come up with a very unique way of dealing with dog owners that don't clean up after their pups. Around 20 volunteers regularly walk the town watching for people who don't pick up their dog's poop. While one volunteer picks up the feces, another volunteer strikes up a conversation with the owner in order to learn the pup's name. They then look up the address of the owner in the town's pet registry and mail the owner the feces in a box marked "Lost Property". The new system for keeping the town clean seems to be working, but everyone agrees that they feel bad for the mailman.
